Phelps was forced into the rotation last season after the Yankees’ staff was destroyed by injuries. He finished starting 17 games with a season ERA of 4.38. Phelps offers the Yankees a cheap option in the rotation if the decide to keep him there.

He also brings a very unique versatility to the bullpen, which is where the Yankees should move him back to, as he will be able to spot start if injuries occur, but can also be counted on to get holds in save situations.
